A few words of explanation of the theory upon which the Farm Colony is worked will be in place here. At first the idea was, roughly, to buy a farm as cheaply as possible, and place men removed by one stage the Hanbury Street workshop stage from the slums upon the land to work it; and it must be pretty clear that such a course would have ended in disaster. For to work a farm with hand labour and the unskilled labour of men of debilitated constitutions at that is to fling money away without even the prospect of getting experience of much value in return.
However, a modification of this course was adopted, and out of some twenty-six farms offered one was chosen at Hadleigh in Essex, near Southend. Eighty acres of the farm on a breezy upland, which looks far over the estuary of the Thames, were of good ground, cultivable and in course of cultivation; and some acres more in the dip between the two hills, on one of which old Leigh Castle stands—and on the bad lands, the saltings of the estuary, were either out of cultivation or uncultivable.
It was proposed that as many of the men from the workshops as possible should be employed and instructed on the farmable land, and that the others should be employed in breaking up the bad ground and in building the necessary dwellings and outhouses. This was clearly a better working plan than the first, for the social scheme would get something for its money, if only the exchange of good land for bad.
It might not pay, but then no scheme can pay which employs unskilled labour, and an unnecessarily large amount of it— least of all farming. Profit, however, it need hardly be pointed out, was never said to be the object of the scheme. This, then, was the work which the directors of the farm colony were about to undertake last September.

William Edwin Steele, 73, was found guilty by a District Court jury of eight offences against five victims aged between 11 and They happened over a year period from to at various locations, including a room at the back of a Salvation Army Church and in a fruit and vegetable market where Steele was a manager.
Two of the offences happened at a unit Steele rented in South Perth which he claimed he used as an office, but which neither his wife nor his work knew about.
